Not a rusty/dusty relic from the garage or basement. The bikes I sell are fully rejuvenated from the late 50's through early 70's. I do not repair any of the original paint, but I do use McGuire's 3-part paint restoration to bring back most of the original luster. I also remove rust and polish all chrome and bare metal surfaces. I tear the bike down completely to the tiniest ball bearing, removing all old grease/oil and re-lubricating with water-resistant materials (Phil Wood's Grease and/or Phil Wood's Tenacious Oil). I replace all missing or 'damaged beyond repair' parts. I first look for new old stock (NOS) parts, then used old stock (UOS) parts and as a last resort, I use a new part that looks closest to the original (this mostly happens for nuts and bolts, etc.).
I do not buy bikes that have major paint damage, but because of time and use, they do have scratches, dents, etc. So while the bikes I sell do not look like they just came off the showroom floor, my goal is to have them running mechanically like the first day.
